Job Description

The role

Highways England is currently recruiting for an  Assistant Programme Development Manager to be based in Birmingham in our Asset Development Team.

You will support and, where appropriate, lead the identification and development of renewals and small scale improvements to the West Midlands  strategic road network. This includes renewal of key assets, including drainage, electrical, environment, traffic signs and traffic signals along with the following aspects of our investment programme which ring fences funding for improvements  - including for example cycling, safety, environment and air quality schemes.  You will also support the delivery of other similar funding programmes that may emerge.

Day to day

  • Lead the region’s maintenance service provider in the identification and development of renewal and small scale improvement schemes; ensure appropriate evidence is collected, that the most feasible solutions are appraised and developed, that the necessary processes are completed and effective bids for funding are submitted.
  • Carry out stakeholder engagement; gather evidence from stakeholders to understand their future needs and desires for our network to feed into the identification and development of schemes and assist in the management of their expectations.
  • Regular liaison with internal stakeholders including asset managers, portfolio holders and technical specialists to ensure that issues identified and the solutions appraised and developed are appropriate  
  • Oversee the management of the service provider and any other consultants / contractors as appropriate to ensure work is completed to time, quality and budget.
  • Support the management of the studies budget to ensure effective and efficient use of funds
  • Act as a focal point in the team for asset data, including improving the quality of asset data held, and improving the ability of teams to engage with this data via GIS maps for example
  • Contribute to the Midlands submission  for the Highways England report to the Office of Rail and Road covering work to be undertaken in forward programmes, and showing the output and reasoning for investments already made

About you

  • Knowledge of highway assets and delivery mechanisms, projects and programming for highway projects.
  • Capable of engaging professional, technical and other suppliers/partners to maximise delivery.
  • Professional qualification and/or experience necessary to deliver professional opinion in support of technical solutions.
  • Good presentation and communication skills to convey complex information to a wide audience and experience of managing stakeholder relationships
  • Ability to prioritise workloads in order to meet tight deadlines.
  • Evidence of working successfully with a range of high level internal and external stakeholders to achieve aims.
