Job Description

Due to continued growth and investment, Highways England is looking to recruit a new Data Analyst to join our team in Birmingham.

 The Commercial and Procurement Directorate (C&P) is responsible for developing and owning the processes, systems, intelligence and staff capability which enable the Company to function as an intelligent client.

Commercial Services provides the contract formulation, cost estimating, contract management and risk & resolution management that enable the Company to act commercially as an intelligent client in managing its internal resources and external supply chain.

Commercial Intelligence (CI) is responsible for improving Highway England’s capability as an intelligent commercial client. It achieves this by combining data analytics with investigation into cost drivers within the construction industry. This is underpinned by robust cost capture and assurance processes with the supply chain. The determination of unit cost movement is used to evidence efficiencies, benchmarking and predictive modelling.

Key responsibilities:

  • Support the team leader in the interpretation of complex commercial data.
  • Undertake research to establish cost drivers within the industry
  • Produce Unit Cost dashboards with reasoned advice supporting assertions.
  • Use previous experience of performance reporting to challenge robustness of data and identify ways to improve dashboards to aid future decision making.
  • Satisfy ad-hoc reporting requirements for our customers by converting complex data into simple to understand advice.
  • Co-ordinate and report on cost activities to ensure a consistent approach, to inform decision making and that opportunities for improvements and efficiencies are identified.
  • Liaise with other members of the Cost Intelligence Team and wider Commercial Division to continuously improve our service to clients
  • Support move towards a Whole Life Cost approach rather than lowest capital outlay.
  • Produce complex price and cost models for predictive analysis.

Experience/Skills/Qualifications:

Proven track record in the following:

  • Advanced Excel including VBA coding.
  • Experience of manipulating and structuring large data sets
  • Experience of applied statistical modelling.
  • Experience of carrying out analytical assignments at pace
  • Strong research skills to improve level of analysis
  • Knowledge and experience of performance reporting and monitoring

Desirable

  • Desirable: SQL, SAS, MATLAB, R Software.
  • Desirable – experience in the following sectors: Construction/Infrastructure/Utilities/Manufacturing
  • Degree or professional qualification in one of the following (or equivalent) disciplines – Maths, Engineering, Economics, Accounting & Finance, Surveying, Statistics, Science.
