Job Description

The role

Highways England is currently recruiting a Principal Evaluation Officer on a permanent basis to be based at either of our Birmingham or Guildford offices to join a newly formed in-house evaluation team.  The successful Principal Evaluation Officer will be responsible for leading the team of evaluation officers within the Evaluation Group, including having responsibility for ensuring the continual development of the team’s skills and technical expertise.

The post holder will manage a varied portfolio of evaluation projects, and be responsible for coordinating the delivery of work streams across the team.

The role will be suited to someone with a strong track record in evaluation design and delivery, who can proactively consider ways of enhancing the evidence base and plan ahead to strategically respond to future evidence needs of the business. 

Please Note: there will be a requirement to travel with this role between offices and to different sites across the Country.

Day to day

  • Assist the Head of Evaluation in managing the transition of bringing the evaluation of Major Schemes in-house and also the establishment of new in-house evaluation programmes.
  • Manage a portfolio of work, as well as the team’s day to day interactions with other areas of the business to ensure consistency of approach and quality across studies.
  • Responsible for supporting the development of training activities across the company.
  • Overseeing the delivery of research and development across all aspects of evaluation.
  • Establish and manage effective relationships with internal and external stakeholders.
  • Promote the value of evaluation across the organisation, driving up quality standards where necessary and ensuring a high level of analytical rigour within the work produced by the team.
  • Work closely with other team members, and the wider Highways England analytical community, to identify monitoring data sources and appropriate analytical approaches and oversee the delivery by the team.
  • Contribute to the development of new communication tools, and techniques for disseminating findings, to have maximum impact across the business.

About you

  • Degree or degree-level qualification in a relevant subject (e.g. social research, statistics or economics).
  • Experience of in depth technical knowledge and experience of appraisal and evaluation (ideally covering impact and process evaluation methods).
  • Strong track record of statistical analysis.
  • Proven project management skills and ability to manage a complex portfolio of projects.
  • Evidence of excellent written and verbal communications skills which includes influencing both technical and non-technical audiences.
  • Have the skills to manage a diverse team and collaborate / partner with a wide range of colleagues.
