Job Description

The role

Highways England are currently recruiting two Senior Evaluation Officers on a permanent basis to be based at either of our Birmingham or Guildford offices to join a newly formed in-house evaluation team.  The successful Senior Evaluation Officers will have key roles in undertaking evaluation projects;  will be responsible for developing methodologies across a variety of specialisms (Role 1 - Road safety evaluation and customer benefits and Role 2 - Meta-analysis and process evaluation); and, provide technical expertise to other stakeholders and specialists within the business.  

These roles would suit highly skilled evaluators who are adept at analysing large-scale datasets and are enthusiastic about building up evaluation capabilities.

Please Note: there will be a requirement to travel with this role between offices and to different sites across the Country.

Day to day

  • Assist the Head of Evaluation and the Principal Evaluation Officer in establishing in-house evaluation capability – developing methodologies and processes.
  • Undertaking evaluations of major schemes including; planning, analysing, reporting and presenting relevant information to internal and external stakeholders
  • Data analysis of large-scale monitoring data and support the team in identifying new data sources (e.g. through surveys)
  • Synthesise the evidence base and work with stakeholders to develop an analytical plan for enhancing the evidence base in the respective areas of specialisms.
  • Develop and test suitable evaluation methodologies and ensure they are applied consistently across the Evaluation Team
  • Deliver timely and robust analysis drawing on be working with a wide variety of data inputs
  • Assess the quality, understand appropriate applications of different data sources in order to interrogate the evidence effectively and draw out the salient messages;

About you

  • Degree or degree-level qualification in a relevant subject.
  • In depth technical knowledge and experience of appraisal and evaluation (ideally in relation to Meta-analysis, process and impact evaluation and logic mapping).
  • Demonstrable experience of using data-analysis to support appraisal or evaluation.
  • Evidence of excellent written and verbal communications skills and ability to convey complex ideas effectively
  • Ability to undertake analytical work accurately
