Job Description

The Role

Highways England are currently recruiting a Senior Evaluation Officer on a permanent basis to be based at either of our Birmingham or Guildford offices to deal with  post-opening project evaluation studies  which have recently been brought in-house.   The successful Senior Evaluation Officer will be a key role in undertaking evaluation projects and will be responsible for developing methodologies across a variety of specialism and provide detailed technical expertise to other stakeholders and specialists within the business.  

Day to day

  • Assist the Head of Evaluation and the Principal Evaluation Officer in establishing in-house evaluation capability – developing methodologies and processes.
  • Undertaking evaluations of major schemes including; planning, analysing, reporting and presenting relevant information to internal and external stakeholders
  • Data analysis and management to include the responsibility for commissioning surveys for new data sources
  • Assist in the development of appropriate methodologies for the evaluation of Designated Funds.
  • Develop suitable evaluation methodologies and ensure they are applied consistently across the Evaluation Team

About you

  • Degree or degree-level qualification in a relevant subject.
  • Experience of in depth technical knowledge and experience of appraisal and evaluation.
  • Demonstrable experience of using data-analysis to support appraisal or evaluation.
  • Evidence of excellent written and verbal communications skills
  • Knowledge and familiarity with the process and procedures outlined in applicable volumes of DMRB and WebTAG, dependant on area of specialism
  • Ideally some experience and understanding of HM Treasury’s Magenta Book.
