Job Description

The role

Due to continued growth and investment, Highways England is looking to recruit a new Senior Transport Planner  to join our team, this can be on either a full or part time basis and at any one offices across England.

In order to ensure that the company’s future plans for its infrastructure are both achievable and a realistic means of delivering the country’s requirements of its strategic road network, the job holder will provide detailed transport planning insight and expertise to areas of the company that are developing such plans.

Day to day

  • Delivery of transport planning based analysis both internally and through the supply chain.
  • Provide advice on all aspects of transport appraisal, covering specific aspects of current guidance and theory;
  • Engage and maintain relationships with internal stakeholders to deliver transport planning based analytical plans
  • Apply Highways England’s analytic assurance framework to manage proportionate, risk based analysis strategies
  • Assist with the continual development of other transport planners within the Transport Planning Group.
  • Manage suppliers on research projects and scheme appraisals to deliver planned outcomes

About you

  • Have an in depth level of technical knowledge and experience characterised by a degree/qualification in Transport Planning or relevant experience in a transport planning/modelling
  • Have an understanding of the key constraints faced by transport infrastructure providers, such as the air quality and noise limits set out in the various environmental regulations;
  • Have knowledge of the applicable laws and statutes that govern transport infrastructure, such as the Planning Act 2008 and the Highways Act 1980
  • Understand the underlying factors that influence the performance of transportation infrastructure and use these to identify likely optimal solutions for problems experienced by the strategic road network
  • Have a thorough understanding of transport appraisal, covering specific aspects of current guidance and theory;
  • Have a good understanding of the strengths and weaknesses of specific types of transport model and how and where they should be used.
